The Senate this week confirmed finance executive Richard V. Spencer as the new secretary of the Navy, and retired Marine Corps Col. Tom Bowman as the new deputy secretary of the Department of Veterans Affairs. Spencer, from Wilson, Wyo., served as a Marine Corps aviator from 1976 to 1981, and is heavily involved with the nonprofit Marine Corps Heritage Foundation. He was also a driving force behind building the Marine Corps Museum in Quantico, Va.
